Senior Project Manager

Genomics England is in the process of a) closedown of the 100K programme (b) bringing a clinical service live for the mainstream NHS c) a research service for non-NHS partners
The purpose of the role is to provide senior project management support within the Participants project, which is responsible for the definition, acquisition, validation and management of samples and clinical data, across (a) to (c).

Key Accountabilities Include:
*Programme management - multiple projects and work packages with hard dependencies; resolution of issues when projects/packages fall out of sync; hands-on work with individual teams to support resolution of issues
oDeveloping and tracking project plans across all work streams to ensure risks are mitigated and issues are swiftly dealt with to avoid project delays
oWorking with technical areas and the business to ensure support/clarifications and consultation for sub-projects and clarity on the detail of delivery
oMaintaining development roadmap, ensuring accurate timelines can be delivered to
*Stakeholder management - presenting and shaping decisions at senior level in public and private sector environments. Management of diversity of stakeholders in terms of sector e.g. academic, commercial, public, voluntary
oConsistently communicating project expectations and progress updates to internal and external stakeholders; ensuring engagement in results and in the future potential of the project
oRegularly engaging with key stakeholders to identify and prioritise on-going requirements, and carry out project replanning as necessary
*Team management - management of mixed teams, comprising permanent staff, third party suppliers, staff from partner organisations, onshore and offshore
*Defining business cases, project scopes, success criteria and deliverables in collaboration with all stakeholders and capturing and documenting requirements
Skills Required Include:
*An in-depth understanding of project and programme management processes, practices and lifecycles - including Agile and Waterfall.
*Outstanding leadership, people and communication skills. Influential and confident, inspiring a diverse team, building strong relationships and communicating technical information effectively to non-technical colleagues.
*An impressive track record delivering projects, including budget management.
*An excellent understanding of matrix management of resources and solid experience of working with matrix project teams, including external resources/third parties.
*A solid technical background with understanding and/or hands-on experience in software development, and web technologies.
*Ability to write clearly and concisely
*Ability to gather data and analyse information to inform decision making process. Proven analytical skills and the ability to interpret management information at all levels.
*Ability to work in a fast paced, environment.
*Ability to negotiate, manage and influence 3rd party supplier relationships.
*Strong organisational, time management and planning skills.
*Proficient with MS Office applications
*Experience of change management and of implementing continuous improvement initiatives.
*Experience of risk management within an IT project context.
*Evidence of being commercially astute
